Opening of Detour A – October 6, 2013

Now that the dust has settled after opening Detour A (literally as the rains have come in), we want to
extend our congratulations to the DBC team for reaching this first of several key milestones. This detour
completely shifted all Dominion Boulevard traffic to Bainbridge Boulevard from the Dominion Lakes
area to just north of the Elizabeth River.
This detour will enable construction of the southbound bridge over the Elizabeth River (B608) to begin,
and will also greatly improve safety throughout a significant portion of the project by eliminating
motorist traveling through the work zone within one of the most active portions of the project.
DBC established the October 2013 milestone to open Detour A at the start of the project, nearly nine
months age. Accomplishing this critical milestone involved more than just constructing Detour A. There
were an extensive number of utility relocations (including franchise and project utilities), new drainage
systems, stormwater management basins, the addition of traffic signals, adjustments to construction
phasing to enhance coordination with the installation of the new triple box culvert, public relations
coordination with motorists and local businesses, and a focused push by the DBC team, its
subcontractors and suppliers, including working many nights and weekends to keep this key milestone
on track.
The final product is a credit to the leadership of the DBC team and the quality work from your key
subcontractors, particularly Higgerson Buchanan and Virginia Paving. Detour A was the first major
completed part of the project and provides the public with an indication of the overall quality that the
DBC team will deliver.
Congratulations to the DBC team for reaching this key milestone! We appreciate the effort and
commitment your team has made to this project.
